Civil Enforcement Officer

Location: Romford
Pay Rate: £16.28 PAYE Inclusive of holiday pay
Duration of booking: Ongoing
Working Pattern: 5 days out of 7, shifts early 07:00 -16:30, late 12:30-22:00 Mon-Sat. Sunday 07:30-17:30.

Are you passionate about keeping our streets safe, accessible, and fairly used? Our client is seeking a dedicated and resilient Civil Enforcement Officer (CEO) to join our Highways, Traffic & Parking team. This is your opportunity to contribute to the efficient operation of our borough's parking systems and help improve local transport and road safety.

Key Responsibilities

As a Civil Enforcement Officer, you will:

Patrol on and off-street parking areas on foot, by pedal cycle, or using a Council vehicle.

Issue Penalty Charge Notices (PCNs) in accordance with relevant legislation, policies, and procedures.

Maintain accurate records using handheld equipment and body-worn cameras.

Respond to public enquiries in a courteous and respectful manner, even in challenging situations.

Report signage issues, abandoned vehicles, and other hazards.

Attend briefings, provide witness statements, and contribute to investigations where required.

This post is subject to a Basic Disclosure (DBS) check

Has a good working knowledge of parking legislation and at least 2 years' experience in civil parking enforcement.

Demonstrates excellent communication and customer service skills, especially in conflict resolution.

Is confident working independently and as part of a team.

Is physically able to work outdoors in all weather conditions for extended periods.

Is comfortable using handheld enforcement equipment and software.

Holds a clean driving licence and/or valid CBT certificate (desirable).

Has knowledge of health and safety best practices in lone-working environments.

Possesses a basic DBS certificate or is willing to obtain one.
