Job Description

Detailed job description and main responsibilities
Responsible for management of the Building Supervisor and the Grounds and Gardens Supervisor, together with overall management of the building maintenance and grounds and gardens staff on a day-to-day operational basis

Responsible for the development and implementation of the Building Planned Preventative Maintenance System, including continuous performance monitoring against NHS performance indicators, and national standards

Manage and monitor the agreed Annual Life Cycle Maintenance programme as directed by the Head of Estates and PFI. Evaluate design criteria and solutions and advise Trust managers of compliance with briefing requirements/information and assimilation of same into specifications, drawings and other tender documentation

Responsible for the procurement and delivery of the design and management of architectural/building/maintenance services in all refurbishment, Minor New Works/Maintenance Schemes from initial conception through to final account

Ensure liaison and exchange of technical project related information between Hospital Managers, Specialists, non-specialists, Consultants, Contractors and suppliers to develop the project brief and design/construction compliance. Develop client's briefs and submissions using interpersonal communicative skills to formulate specific designs and specifications.

Liaise with all statutory bodies, local authorities, and utilities and prepare, submit and process accordingly all relevant designs, plans and documentation as appropriate to obtain their approvals. Incorporate environmental and energy efficient systems within designs and manage their practical applications.

Assist patient and client groups as required during project planning and implementation. Produce cost estimates and outline plans for inclusion in Directorate business cases, in accordance with the Trust's Estate and Service Strategies, using standard cost models, direct costing estimates and quotations from suppliers/contractors

Ensure, in liaison with other Estate Officers and Project Coordinators that all refurbishment, Minor New Works and maintenance schemes are procured, designed, and managed to comply with all Trust Standing Orders, relevant Health and Safety Guidelines, other Statutes, acts, Institute guidelines, industry legislation and NHS Guidance information

Manage all projects to comply with statutory health and safety policy documentation and the compliance with CDM Regulations and enforce as necessary, compliance by NHS Staff and Contractors undertaking work on Trust premises. Take on the role of Planning Supervisor and in some instances Principal Contractor

Responsible for the Management of Building Estates/Grounds and Gardens budgets and contracts, requisition of materials, equipment, and vehicles for the workforce

Manage scheme costs to ensure budgetary control within agreed financial limits consistent with Trust standing financial orders. Monitor, authorise and sign off payments to professional bodies, statutory authorities, consultants, contractors and suppliers as directed by the Head of Estates and PFI

Deal with unpredictable queries and manage contractual disputes during project procurement and monitor contractual performances in line with associated programmes, specification or other agreed schedules.

Chairing meetings for refurbishment, Minor New Works and maintenance schemes, taking and producing minutes to record the progress and development of projects

Monitor quality and standard of works in accordance with contract drawings, specifications, and manufacturer's standards, professional and recognised standards of the respective trades

Taking the lead role in the surveys, costings and allocation of resources relating to the Trusts Anti Ligature point works

As required in the investigation of building defects and routine servicing this will on occasion require manual handling and exposure to highly unpleasant conditions, i.e. lifting manholes and heavy equipment and exposure to materials contaminated with body fluids and other process effluents.

Responsible for the management of the Building and Gardening departmental stock and stores systems in line with "terms of reference" recommendations by Audit Commission and keep under review the list of Contractors and professional Consultants in accordance with the Trust's Financial Instructions, Constructionline and Audit requirements. Assist Audit reviews for all minor capital schemes as required

Be the responsible person for the setting, introduction and maintenance of quality standards for the Estate building services including the management of several specific Trust procedures associated with Estates functions

Attend regular team meetings to report on progress and financial positions, for use within the Estates Department, and ultimate
